The Register of Training Organisations


Following an extensive review and evaluation of the Approved College and Training Organisation Register (ACTOR) during 2011, a new register, the Register of Training Organisations, has been launched by The Skills Funding Agency.

The Register of Training Organisations is a list of organisations that are eligible to be considered for funding from the Chief Executive of Skills Funding (the Agency) to deliver education and training services in England.

The Register has three distinct purposes for the Skills Funding Agency (SFA):

  • To enable the SFA to confirm that organisations with whom we have an existing funding agreement are suitable for us to continue to fund.
  • To provide the SFA with a list of organisations that are eligible to be selected to be invited to tender for the provision of education and training services.
  • To enable the SFA to determine on which subcontractors (organisations not holding a direct contract) we need to ask prime contractors to conduct a higher level of due diligence, monitoring and review.

In order to be included on the Register, organisations are required to pass a Due Diligence Assurance Gateway. This consists of two elements - submission of financial statements and an online questionnaire. These are then evaluated to determine whether organisations pass or fail the Due Diligence Assurance Gateway.
